I bought my share of the NPCs for the guild hall. It's my guild, I'm the leader and it's my decision if I want to pay for them. I did it for them and not to get some stupid reward out of it. I don't force my guild to pay. If they want to pay for a few NPCs, (and some have chipped their share in) then that's their decision. I alone should not benefit for selfish desires over the actions of my guild.

Anet can do this, and they should NOT.

Wow. This is pretty over the top paranoia. Having the Guild Leader make a couple gold off your trade won't make ecto go up at all.
In any event, though, it's a bad idea. You'll have noobs everywhere wanting to start a guild so they can make money, without realizing how much it costs to actually start the guild. Then you'll have money-hungry guild leaders who yell and scream at their members if they use merchant npcs in a town or outpost.
Terrible idea.

No. NEVER.
No one would buy anything from there if they had any ind of tax increasing the price.
On top of that: Lockpick. 1500 gold. 325..750 for the guild leader for each purchase.
Are you joking?
No, no, no, NEVER.
One different thing would be to allow people enter Merchants in captured Luxon/Kurzick outposts and have a 5% tax there.
But Guild Halls? Ha-ha! No.

Um no offence but this idea sucks. That's like paying your Guild Leader tax to use the guild hall.

Your's truly is the fanta-fabulous GL of JUNK!
The only reason why they gave me this honor is because all the other guys are lesbians at heart - and they couldn't create a good looking cape if their life depended on it.
I didn't buy a single merch.
Can you see where I am going with this?
I'll just say no to this.

Nope.
The Guild mechanic is to open to change and/or abuse for this to ever work.

Wow, I sense potential jealousy if this does happen. NO one is telling players to pay guild leader anything. And most of you are actually exagerrating the idea than for what it really is.
Player goes to guild hall, decides to purchase and ecto for 3.900k the npcs automatically give a 10% cut. Nothing major about it. Most guild leaders get the full halls just to attract more members anyway.

ummm, no...just no... Seriously why? I'd like an explanation as to why this would be an important feature. Please, saying you want it isn't enough. Why should a Guild Leader earn money this way?

You really should join a different guild then. If your guild isnt sociable enough to help you without you even having to ask for a collection, then you are either doing it really wrong or have greedy players in your guild (everyone on the roster it seems).
Whos to say that every single GL of every single guild has bought the NPCs themselves. Any member is able to buy the NPCs. The only thing only a GL can do is change the hall and the cape.
Now, lets take your shiny example see how it really ends up as?
we have a guild of 5 players;
GL
Officer1
Officer2
Member1
Member 2
GL pays;
100K for Merchant
20K for Rare Mat trader
0K for Reg. Mat trader (but buys it at the Guild Lord as hes keeping the collection)
Officer1 pays;
0K for the Merchant
20K for the Rare Mat trader (pays for it as hes holding the collection)
50K for the Reg Mat trader
Officer2 pays;
0K for Merchant
20K for the Rare Mat trader
50K for the Reg Mat trader
Member1 Pays;
0K for Merchant
20K for the Rare Mat Trader
0K for the Reg Mat trader
Member2 pays;
0K for Merchant
20K for the Rare Mat Trader
0K for the Reg Mat trader
Now, after reading that (you may use your finger to follow the letters if you want to keep track of them). Who is entitled to these commissions from each trader?

MAYBE when the commission you mentioned didnt go directly to the leader, but to a sort of "guild bank account" which can be used for buying other NPCs ONLY, then MAYBE I would say yes.
But your idea like it is now.... No. Just no.
